BRIEF OVERVIEW

The Public Works Department entered a contract (No 20-TF0004/TPR) with Green Dream International in January 2020 to provide limerock materials. In October 2021 the department began having issues obtaining limerock due to communication issues between Green Dream International and the plant they contracted with to provide these materials. On April 20, 2022, the County was notified by the plant that they would no longer provide limerock materials due to non-payment from Green Dream International. To continue providing essential core functions to maintain and repair the County Road network an emergency purchase order (EPO) was requested.

 

The Purchasing and Contracts Department issued Purchase Order No. 22000769 in the amount of $239,000.00 on April 25, 2022, to West Florida Aggregates, LLC to provide limerock materials to maintain the County Road network. The Department of Public Works is bringing the purchase order to the Board for ratification to increase amount by $140,000.00, totaling $371,000.00.

 

The Chief Procurement Officer has reviewed this requirement for conformance to the Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

Funding in amount of $371,000.00 is available in following accounts:

1017-03232-5305301, Local Option Gas Tax, Road Maintenance, Materials-Road

1017-03232-5305304, Local Option Gas Tax, Road Maintenance, Materials-Drainage

RECOMMENDATION

It is recommended that the Board ratify Purchase Order No. 22000769 in the amount of $371,000.00 to West Florida Aggregates, LLC for limerock material and authorize the Chief Procurement Officer to approve change orders if they become necessary and required.
