Declaration of County Owned Property Located at Hernando Beach Water Tower as Surplus Property and Request to Begin Direct Negotiations With SkywaveLink, LLC, for Potential Lease of Property

BRIEF OVERVIEW
In October of 2023, SkywaveLink, LLC submitted an unsolicited proposal to Hernando County. The proposal requests a lease agreement allowing for the installation of equipment on the water tower for the purpose of providing internet and Wi-Fi services to residents and businesses in Hernando Beach and surrounding areas. County staff has reviewed the proposal and having no objection to the proposal is requesting BOCC approval to engage in direct negotiations with SkywaveLink, LLC. The purpose of negotiations will be to define a scope and fee for services and to further assess the useability of the tower for the requested services. Any proposed agreement resulting from these negotiations would be brought back to BOCC for approval.
Should a proposed agreement be negotiated, notice of the potential agreement would be made available to the public in accordance with Hernando County Code § 2-173.

RECOMMENDATION
It is recommended that the Board declare Hernando Beach Water Tower surplus property and authorize County staff to begin direct negotiations with SkywaveLink, LLC for potential lease of the water tower.
