Transit Program of Projects for FY 2023

BRIEF OVERVIEW
Agencies applying for multi-year Federal funding assistance for transit related activities must annually publish a “Program of Projects (POP) and Proposed Budget” for the transit program and conduct a public hearing to satisfy the public participation requirements. The POP contains multi-year activities consistent with the adopted Transit Development Plan (TDP) that will be reimbursed by grant funding.
Capital (CAP) activities are eligible for reimbursement at 100% with the use of State toll revenue credits as a soft match if approved. The grant application will be made based upon this program. Any changes to the POP or funding apportionment will be posted at www.hernandobus.com and will be considered the final FY 2023 POP.
The POP coincides with the Federal Apportionment amounts (copy attached) Section 5307 in the amount of $3,244,806 and Section 5339 in the amount of $223,182.
The POP proposed projects are attached.
FINANCIAL IMPACT
The grant financial (department) associated with this funding will be setup in the fiscal year budget, upon approval and award.

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve Fiscal Year 2023 Program of Projects (POP) for the mass transit system and authorize Transit Administrator Darlene Lollie to submit, accept, and execute the associated grant applications and to program the awarded funds into the current fiscal year budget.
