Installation of Additional Street Lights Within Spring Hill Street Lighting Municipal Service Benefit Unit

body
BRIEF OVERVIEW
In accordance with Board of County Commissioners Policy 16-1 relative to Municipal Service Benefit Units (MSBUs), requests for seventeen new streetlights were received from residents within the Spring Hill Street Lighting MSBU. Additionally, staff partnered with the Hernando Sheriff Community Policing Unit to identify specific lighting requirements and problematic areas (intersections, cul-de-sacs, dangerous curves, high crime areas, etc.) within the MSBU district that would benefit from additional street lighting. A total of twenty-three (23) new streetlights plus one (1) reactivation of an existing streetlight are proposed to supplement the existing street lighting system. Twenty-one streetlights will be installed on existing poles and two streetlights will require the addition of two 35-foot wood poles to be installed. There are currently 4,436 streetlights currently paid for by the MSBU. These additions will bring the total to 4,460.

The rental cost includes twenty-four (24) type 205 LED Cobra 100W streetlights at approximately $10.00/month each plus two (2) 35-foot wood poles at $3.00/month each, impacting the 2024 fiscal year budget approximately $246.00/month ($2,952 annually). The budget includes funding to install and operate 50 additional lights each fiscal year, of which eight (8) additions have been added to date. The Withlacoochee River Electric Cooperative (WREC) has reviewed and approved the requested street lighting locations and has submitted the attached contract for the Board approval.

FINANCIAL IMPACT
Funding to operate the proposed twenty-four (24) streetlights for FY2024 is available in Fund: 7041 - Spring Hill Lighting, Department: 09041 - Spring Hill Light PH 48, Account: 5304301 - Utility Srv-Elect/WTR/SWR. The cost for remaining five months will be $1,230.00.
