Discussion Regarding Potential Roundabout at Ayers Road, Hayman Road, and Culbreath Road Intersection

body
BRIEF OVERVIEW
Staff has been studying the intersection of Ayers Road/Hayman Road/Culbreath Road to determine what improvements would be appropriate for this intersection. Any improvements are compounded by a lack of right of way at the intersection to provide turn lanes for the various movements at the intersection.

Staff has analyzed the accidents, sight distance, and vehicular movements at the intersection. Based on the predominant movements of eastbound to southbound and northbound to westbound turning movements, it is staff's recommendation that the ultimate improvement at this intersection be the construction of a roundabout/traffic circle, but this will require right of way acquisition.

Roundabouts/traffic Circles have been shown to increase capacity at intersections. Therefore, Road Impact Fees may be able to be used for this project from District 3.

Staff would also recommend, as an interim improvement, enhanced signage and additional rumble strip as shown on the attached Figure 7-1 Improvement diagram.

Staff has included, as part of this agenda item, maps showing the existing conditions, right of way, and interim improvements.

Staff would recommend that the Board direct staff to move forward with preliminary design for a roundabout/traffic circle at the intersection of Ayers Road/Hayman Road/Culbreath Road and also to investigate the feasibility of using Road Impact Fees for the design and right of way acquisition of this project.

FINANCIAL IMPACT
Funding for preliminary design is estimated at approximately $5,000.00 and available in Account No. 1013-03211-5616306 (Constitutional Gas Tax Fund, Improvements-Roads & Bridges).

LEGAL NOTE
The Board has the authority to act upon this matter pursuant to Section 125, Florida Statutes.
