Award of Contract to WSP USA, Inc., for Hydrogeologic and Environmental Management Services for Utilities Department (Contract No. 22-R00070/PH)

BRIEF OVERVIEW
On April 27, 2022, the Purchasing and Contracts Department issued a Request for Qualifications (RFQ No. 22-R00070/PH) for Hydrogeologic and Environmental Management Services. The term of the resulting contract is for thirty-six (36) months with two (2) one (1)-year renewal options. The County intends to award one (1) contract to the highest-ranked proposing firm.
Two (2) proposals were received on the opening date of May 25, 2022, from the following firms (in alphabetical order):
* Cardno, Inc. - Brooksville, FL
* WSP USA, Inc. - Tampa, FL
A Professional Services Review Committee (PSRC) comprised of Mark Morgan, P.E., Utilities Engineering Division; Brad Smith, Utilities Senior Project Manager; and Landis Legg, Utilities Plants Supervisor, met on June 10, 2022, to review and rank the two (2) written Proposals. The selection process was conducted using the guidelines set forth in Section 287.055, Florida Statutes. This statute only permits negotiation of fees or project costs as a part of the contract negotiation process (i.e., after the firms have been ranked).
The PSRC consensus scoring actions resulted in a short list of these two (2) firms in highest ranking order:

As per the attached memo dated June 24, 2022, the PSRC concurs with the ranking order and recommended that contract negotiations begin with the highest-ranked firm. Staff entered into negotiations for RFQ No. 22-R00070/PH with WSP USA, Inc. Staff has successfully completed negotiations. The final negotiated contract is attached for your approval.
Individual task orders will be used for these services on an as-needed basis. At no time will any of the task orders exceed the limits of the continuing contract, i.e., $500,000.00 per task order.
