BRIEF OVERVIEW
On October 18, 2023, the Procurement Department issued a Request for Qualifications (RFQ No. 23-RG00397/EK for Professional Services For Safe Streets For All Action Plan services.
The solicitation was sent to two thousand seven hundred twenty-five (2,725) vendors including a combination of one thousand eleven (1,011) Certified Small Business, Minority Business Enterprises, and was downloaded by twenty-six (26) potential proposers. Thirty-one potential bidders downloaded the solicitation.
Two (2) proposals were received on the opening date of November 20, 2023, from the following firms:
* Kimley-Horn and Associates, Inc., Orlando, Florida
* TJKM Transportation Consultants, Pleasanton, California, US DOT Certified DBE
A Profession Services Review Committee (PSRC) met on December 20, 2023, to evaluate the proposal comprised of Todd Crosby, Assistant County Engineer, Laura Borgesi, Traffic Engineer, and Jon Sanchez, Signal Project Manager. Since only two proposals were received, Procurement placed pre-qualified firms into the pool for discussion and negotiations as necessary and depending on the outcome of discussion and negotiations with the responding firms.
The PRC consensus evaluation resulted in the following score:
* Kimley-Horn and Associates, Inc. (90/100)
* TJKM Transportation Consultants (79.7/100
* HDR, Inc. (Firm selected from pre-qualified pool of firms rank order #3)
* Burges & Niple (Firm selected from pre-qualified pool of firms rank order #3)
